IEC is required for importing or exporting any goods.  If there is no IEC, they can import or export thru the dealer who is having the IEC code.

as per para 2.8(iii), foreign trade policy 2009-2014 an exporter / importer who wanted to import / export are exempt from IEC code if they are import / export for personal use / agriculture purpose the goods. Further Info: /forum/post.asp?msg_id=1132078

there are people engaged in exim who will let you use their IEC but it is better to have one, letting you to use their IEC involves risk to them, so it comes at cost
