Iec code

I am being told by a consultant that for IEC code number a new applicant now needs to have an address which is different than the residential to be considered for allotment of IEC number. Is this true? Has there been any recent change in this requirement in the application rules? 

I am applying for IEC at my residential address. Do I need another office address?
