No, IEC code is only for import/export. You can pay through Paypal or other payment gateway which is provided by the software company if you want your software online the company will send you key which you have to feed in trial version so that this trial version change into full feature software. And if you will demand physical pack containing CD then also you dont require IEC code because you will received it as a courier and that company will fulfill all the formalities of shipping but you have pay shipping cost. It will better you purchased it online because if you buy CD then you have to pay shipping and the cost of CD.

no you don't require iecnumber as it is only for physical shipments and you are getting licenses throug email or parcel.
