ICWAI signs MoU with Russian Institute

The Institute of Cost and Works Accountants of India in a Historic Accord with Russian Accounting Institute The Institute of Cost and Works Accountants of India (ICWAI) and the Institute of Professional Accountants and Auditors of Russia (IPAR) have signed a Memorandum of Understanding in Moscow in the presence of Shri R. Bandyopadhyay, Secretary, Ministry of Corporate Affairs. ICWAI was represented by its President Shri B. M. Sharma and IPAR by its President Shri Skobara. IPAR, formed approximately little more than a decade back, is the only accounting body in Russia and also a member of the International Federation of Accountants. It has roughly more than one lakh members working in various Russian organizations focusing on business accounting, management accounting , taxation and law. ICWAI has also signed such memorandums with CIMA UK, IMA USA, ICMA of Srilanka and very recently also supported the promotion of a Cost and Management Accounting body in Oman.

Shri Bandyopadhyay said this historic accord between ICWAI and IPAR paves way for long term cooperation in the field of business accounting, management accounting and related auditing in both countries. He also stressed the need for sharing experiences of both accounting bodies in the context of both Russia and India being important constituents of the BRIC and the G- 20 nations. Both parties have agreed to develop joint R & D projects and promote the results of the researches in work practices of accounting community of both countries. Pursuant to this MOU, both parties will also work towards the mutual recognition of membership and also cooperate in international forums such as IFAC.

Shri R. Bandyopadhyay is currently on an official tour to Russia leading a delegation of accounting professionals from India. The team met the Deputy Minister of Finance of Russia, Shri Sergey Dmitrievich Shatalov and his team of senior officials from the Finance Ministry in Moscow and had extensive discussions about the status of corporate sector in both countries.

ICWAI IS THE ONE., ITS GOT MOU WITH A SUPER POWER (cma usa) AND AN ERSTWHILE AND PROBABLY A FUTURE SUPERPOWER ( IPAR, RUSSIA) - A FITTING MOU BY ICWAI - THE ULTIMATE ACCOUNTING INSTITUTE OF EMERGING SUPERPOWER - INDIA.

I  would request Shri Yashwant Sinha, Hnble MP and Chairman of  Parliamentry committee for name change of  ICWAI and other issue----- to kindly note the  News and pace with world in respect of name of ICWAI  as Institute of  Cost and Management Accountants of India------ and request Honourable Finance Minister and Minister of Corporate Affairs to kindly help the Cost and Management Accountants legal backing in form of  recognition and parallel recognition like Financial Accountants(CAs) which is inadequate please in the New Companies Act  and DTC. 

Congratulation to the President Shri B. M. Sharma  and his team  for taking to Institute to new heights day by day------organisation of  Big Campus recruitment for newly qualified members-----NMDC, MMTC, FCI and L &T likes as heard.

Congratulation to  all Indians.  Great achievement.  

There should be a separate international cost and management accounting body and it should issue cost and management standards which should be applicable  worldwide.  India can play a lead road by presenting our CAS.

In India, there must be compulsory application of CAS and there must be compulsory maintenance of cost records and Cost and management audit on the same pattern as financial audit.

Besides, there must be parity between CA and CMA.  Either separate areas for practice with equal importance or recognize all areas of accounting and audit to both CA and CMA.

There are other countries like China, Japan, France etc. for which vast opportunities for MRA / MOU.  In case of absence of CMA in these countries, India with other partners can establish Cost and Management accountants Institutes.

Now it the duty of the Govt. to provide parity to CMA with CA.
