From what I am assuming from your query is that you are not happy with the concept of compulsory practical training introduced by ICAI (cost) and wish to know whether the notification has come in the Gazzette.

What you have to understand is the reason and purpose behind introduction of the practical training scheme before giving the final examination. It will help you in having a better understanding of  the practical aspects of the concepts.

And always look at the substance over legal form.
