Is it mandatory to write the HSN code of Inward & outward Supply in Annual return for Tax Payers having less than 1.5 crore ?

whether HSN wise inward summary is mandatory in GSTR9 if annual turnover is more than 1.5 crore but turnover in July to March is less than 1.5 crore?
