how to maintain folio no. in RG 23 part II ?

1.  Is it necessary to mention the folio no. If i mention only the entry no of the respective input will it be sufficient.

- folio no is the entry sl no / page no of RG23A-Part1 under which the stock entry is made of said invoice.

2.   Whether new RG23 Part II will be started from 1st april or it is mandatory to continue with the RG 23 Part II started in March 2011 (Our product has become excisable with effect from 01.03.11)

- use a new RG23A-Part2 starting from april 1st every year to avoid the complications
