The above is self-explanatory. But still again I am repeating:-
Open the file try insert required No. of lines to enter chalan details....verify whether the RPU has provided any lines to enter challan details.
similarly deductee details for those challans you need to insert lines . Is n't it. see can you get those required No. of lines.
You were asking as if you will not open the RPU to do necessary corrections in a .tds file pending 
till all your doubts on this are cleared.
