A gta vendor, who is registered under gst, is coming up mentioning that he wants to go for cancellation of gta registration, since gta vendors are now exempt.
But currently gst portal is not open for cancellation.
Can we treat the gta vendor as unregistered based on their declaration.

Either way (treating him as registered or unregistered) liability to pay GST will be on you only in RCM.
Taxpayers who have not set-off their liability for GSTR-3B for July 2017 and have only done "Submit"of their GSTR-3B have been given option to edit, submit and file their Returns.
