please let me know when supplier of GTA does not report his service under table 4b of gstr1,(by ticking RCM applicable YES)then how can the recipient of RCM service discharge his RCM liability.

Receipient has to pay tax as per his built amount

Pay and avail RCM @ 5%? OR Out right payment as like rented vehicle @ 18% with itc

Pay GST at 5% based on the transportation expense and payment made to the GTA. Avail credit if it is related to a taxable supply.

5% paid by receipient and he will claim ITC

After amendment you will need to confirm from your GTA whether he is in forward charge or functioning under Reverse charge. If it cannot be confirmed then pay GST on RCM and take ITC

In this case, Transporter is a very small firm who issues Consignment note for name sake who has not charged any tax or declared any RCM and did not upload it to the portal as RCM. But the recipient debited it as transportation without giving any tax effect.
