Yes, GSTR 9 filing is mandatory even for cancelled dealers who were liable to file GSTR1, 2, 3 and 3B.
But its not yet available online.
In addition cancelled dealers are also required to file a final return in GSTR-10 within 90 days of cancellation.
GSTR-9 is a annual return while GSTR-10 is final return in case of cancelled dealers.
