Most people having same problem while offsetting liability. This problem is there for both GSTR-3B and GSTR-4.
Solution for now is to wait.

this problem is noticed by gstn site handler they are wirking on solution

one error I'm getting... you have submitted trans 1 but not field .. file trans 1 before filing 3 b
