Hi in july i have only purchase there is sales at all so i can only put purchase details thats it ri8.. and also after filling details in GSTR3B its only showing save gstr3b there is no option 'submit' at all what to do

Yes you can do so.Once you save GSTR 3B you submit tab will open. but be careful after submit data is non editable.

yes you can enter purchases only.but you need to save GSTR 3b only after that sumit button opens.
