Can we file Gstr1 return without filing Gstr3B return and without paying the output tax amount.

yes u can file gstr1 without filing GSTR 3B but after filling of gstr1 u will file gstr3B and pay the output tax
Yes... You can file GSTR 1 return without filling of GSTR 1 return...
You have to file GSTR1 and GSTR 3B every month.
GSTR 1 relates to outwards supplies details, credit note etc.
As there is no GSTR 2, there is no option to claim ITC. So in 3B both output tax and input tax can be feeded and gst if any shall be paid in this return.
So 3B return is also important 😄
