do I need to enter hsn code for exempted goods in gst9 if turnover is more than 1.5 cr.

yes, turnover shown in GSTR 9 should match with outward HSN details. however govt has already clarified through press release that it is for information purpose only.
Yes you have to enter HSN CODE of Exempted Goods as well in GSTR 9
