In case of gst license cancelled firms should we file gstr 9 ???

Yes
GSTR 9 is to be filled for all the registered persons. So even if GST Registration is cancelled during the year, that person had an active registration during the period July 2017 to March 2018 and therefore filling annual return is mandatory.
