it is jst showing the pop up of annual return but click on that then there is a error

Yes... I agreed to Mr Pankaj Jain.,

From Today the Annual Return tap is available in GST Portal under Taxpayer's login ID...
But, It's not including any form or not in functionality.

So, Wait on further availability.
