Is it mandatory to upload purchase details in GSTR 4 for a composition dealer.

no notification but is statutory based.

The earlier notification providing exemption for not uploading the purchase bills ended on 30th June 2018. Hence statutory provisions prevailed which require for uploading of purchase bills.
