I applied for surrender of GSTIN and received order for cancellation of GSTIN as on October'18. Following are my doubts :
1. Due date to file GSTR 10 is within 3 months but GSTR10 is not enable in the portal
2. Whether I have to file GSTR 9 also

You will not Find in Return Dashboard but you will find when you click on services > Return >Final Return .

Yes for fy 18 19 you need to file final return and gstr 10 is enabled on portal.

After cancelling GST number if your cancel certificate generate then only you can file GSTR-10

Yes you are correct , tab for final Return in many tax payer is not visible immediately who have cancelled their GSTN .... Hence you have to check for the same .
Note : .many time GSTR 10 is visible only after 20 to 25 Days
