you can go back and try after two minutes and then you can file return
cause same problem i faced in past

past and today portal is so.different ..... portal not work properly
you have to try and try again every 5 min you have to check and after 30-45 min if you retry then you can see your file option is open there is no.error
same procedure i did today and file 11 gstr 1 and still have 3 submitted
