Yes, Sec 24 of GST Act make its mandatory to have registration if there is inter-state supply.
In your case since there is export sales, it is mandatory to get registration irrespective of turnover.

I should have mentioned export services, I suppose as per latest amendment service providers affect interstate sales with in the limit of threshold and GST registration is not required for service providers in this case.
