For inter state Supply you must take regular gst registration
Inter state supply of service below 20 lakhs.
In this case itz not necessary for registration.
In Inter state supply of goods, registration is required irrespective of turnover.

in case of transfer of goods to inters state then only registration is compulsory irrespective of turnover limit.
but in case of service this condition is not applicable you can provide service out side.. even you are not registered.
