40 lakh limit can be availed but once it cross 40 lakh gstn number is mandatory and after taking gstn you have to pay tax even 1 RS you have earned...
For services, the threshold limit is 20lacs. Only for goods, the limit is 40 lacs. Registration can be applied once you cross 20lacs. Not required to register at the start
