Check what you actually supply....... goods in form of cement, steel etc.... or you give service as contractor.....

CONTRACTOR PURCHASES BRICKS , STEEL, ETC, FOR DOING THE CONTRACT WORK, TOGETHER SOME ROAD WORKS HE SUPPLY LABOUR ALSO SIR.

So, your supply is service and not goods, so add the works contract HS code in your supply.......
