Gst registration & iec for new business

Hi, 

Please help to understand.

Is GST registration is required for new business startup for Turnover of Approx.10Lacs/Year.

I think, NO, But if not regd. then how to take Input credit of iGST paid ? basically will be importing goods from China.

Further the new business will import to India to resale within the state only. To Import we need to obtain IEC from DGFT, To apply for IEC / or now registration of PAN with DGFT, I think we need traders registration with Tax authority.

Do the new business owner needs to apply for PAN with Income Tax.

Please help to know.
