1 Gujarat - turnover 10 lakhs
2 Assam - turnover 16 lakhs
aggregate turnover 26 lakhs
I am liable for registration in Assam as aggregate turnover exceed 20 lakhs
but my aggregate turnover for Gujarat is no exceed the limit lakhs
whether I am liable for in Gujarat also ?

Yes. Your aggregate turnover (PAN INDIA) has crossed 20 lakhs.
But in case you do not have any interstate supply, or any supply under RCM, or supply of any service/s, you are allowed for higher limit of 40 lakhs. But be vigilant.
