boarding and lodgings services in hostel run by educational institutions from the pre school to higher secondary level will be exempt from tax

Yes, both hostels and paying guetsts are in purview of gst.

No GST on annual subscripttion/fees charged as lodging/boarding charges by educational institutions from students for hostel.
