Can a person operating two different shops with different names and different business type like cloths sales and in other shops hardware plumbing material sales can person use cloths shop GST for new hardware business?

Yes, you can use the existing gstin number.
You have to add the new place of business by ammending the gst registration.

Yes, you can use the GSTIN of your Cloth Shop in your newly opened Hardware Shop.

The only condition to be satisfy is that both the business vertical should be situated in the same State.
