If u have applied voluntarily then registration cannot be cancelled before 1 year from the date of registration. If you have migrated from previous tax regime and received provisional id then on logging in the system you will find a tab called Cancellation of Provisional Registration.
No cancellation option available for those who already suitted his documents.
