you can register with provisional id, if you are not a register dealer you have to proceed to with new registration

No. I am not asking register dealer. it is for state government department.they don't have pan number. But they are charging vat 2%

it is a state government public works department and they are deducting 2%vat for their works contract. Now How they charge GST?
