MANUFACTURING UNIT IN CATTLE FEED ( TAX FREE IN VAT, ALSO IN GST ) HAVING TURING OVER OF RS. 6 CRORES, NOT HAVING VAT NUMBER NOW WILL HE COMPULSORY REQUIRES GST NO. AS HIS OTHER DIRECT EXPENSES LIKE PACKING MATERIALS ETC PURCHASES ABOVE 20 L ?

No need of registration as outward supply is exclusively exempt.
But if you want refund of ITC paid on such expenses then you will take registration.
