Gst registration

1) What is the procedure and exemption for enrollment under GST law for "Local Cable operators", who are registered under Cable Television Networks (Regulation) Act, 1995 ? 2) He didn't get any provisional Id for enrolling into GST regime, and also not having digital signature certificate, how they can registered into GST regime ? 3) Whether there is any notification for enrollment of 'Local cable operators' into GST regime ?
