Is GST applicable on it (under HSN code 2505 - Natural sands of all kinds , whether or not coloured comes chapter 23)?

i received input from DEPARTMENT OF MINES AND GEOLOGY, with 2505 @ 5%, my supply will also comes under same HSN 2505 on this i have collected 5% output tax,
so can i take input of purchage from DEPARTMENT OF MINES AND GEOLOGY
