my company sell a fertilizer product in hp govt.
but hp govt not given me gst number
my question is can hp agriculture department required is taken gst no or not

If HP Government is not providing GST Number, then they can't take Input & you would not responsible for that. You can file your GST Return assuming them as a B2C.
If the buyer is not providing gst no then the buyer would be ineligible to take itc. seller can show such sales as b2c in periodical gst returns.
No..... there is no requirement to obtain GSTN by Government Body unless untill supplies any Outward supply
