As GST input credit is blocked for construction business, how does GST input credit filed in GST portal. Does input credit is show as input credit available.

GST Input Credit and Construction Business:

  1. Is ITC blocked for construction business?
    ITC is NOT completely blocked for all construction businesses. It depends on the nature of the construction:

    • Residential complex (for sale to buyers):
      ITC is blocked on inputs and input services used in constructing residential complexes, if the sale is exempt from GST (e.g., under Notification 11/2017 - affordable housing, etc.).
      So, if the sale of flats is exempt, no ITC is allowed on related inputs.

    • Commercial buildings or buildings where GST is charged:
      ITC is allowed if the output supply (sale/rent) is taxable.

    • Works contract service:
      ITC is allowed if the output service is taxable.

  2. How to show blocked ITC in GST portal?

    • In GSTR-3B, there is a specific place to report blocked ITC (under Table 4 - ITC Reversal).

    • The ITC on inputs/services used for exempt supplies (like exempt residential property) must be reversed or reported as blocked ITC.

    • So, the input credit is shown as available initially in GSTR-2A/2B but needs to be reversed in GSTR-3B as blocked ITC.

  3. What happens on the portal?

    • Input credit will appear in your ITC ledger (input credit available).

    • However, you cannot use the blocked ITC for set-off against output GST.

    • You have to reverse this blocked ITC in the return itself — either by reducing ITC claimed or paying an equivalent amount.


Simple example:

  • You buy cement and pay GST.

  • This GST shows up as ITC on the portal.

  • But if you are building an exempt residential complex, you cannot claim this ITC.

  • So, in your return, you reverse this ITC amount under the blocked ITC section.

  • Effectively, no benefit of ITC is passed.
