Gst by e commerce operators

Latest gst notification 17/2021 putting restaurant service provided by Ecom operators in sec 9(5) i.e. deemed supplier. Now Ecom like swiggy zomato ect will pay GST to govt.

But registered restaurants are already charging gst 5%. Ecom says they will directly pay to govt. Will it be double taxation ??

Any notification says registered restaurants need not charge GST to ecommerce operators?

Restaurants supplying through ecom are not required to pay GST. No double taxation

Restaurants are charging 5% gst from customers. Their price matrix is fixed in such a way e commerce cost is included in the basic price they charge from customers.
Now e-commerce operators also are charged gst. They bill to the restora.
Restora takes input credit provided a regular assesse not a composition scheme.
