We have export the good to Nepal with payment of igst in Sept 2017
But still refund is not credit in my account.
Now at present whether this refund time barrered or not
And 2nd question how to contact the customs office in Bihar.

The respective customs office number you can check with in google. and physically visit that place.
Raise a letter with proper document (payment challan and invoice copy, annual return)
It will be resolved at the time of assessement if you the valid document
