They will not send it for approval because members are not ready and everyone know that members are vote bank. Students have no voting power so they will not take any decision in favor of students:
They need not approval for ban on transfer
They need not approval for increase in fees
but they need approval for reduction in articleship period from 3.5 yrs. to 3 yrs.
they need approval for increase in stipend
They are just making excused

pls dont take this as a good news.many a CAs are waiting to squeeze you twice as they are doing now.We should get a happy news regarding reduction of articleship for al students.That seems to be drawing a line in the water.
