Download GSTR - 4 Offline Utility from the GST Portal when you unzip the utility downloaded, you will even have a FAQ to help you with the filing. If you still aren't able to file then tell the issue you're facing.

I want to file oct_dec quarter but offline excel sheet has jul_sep quarter
