how do I know if form 3 file or not , can form 11 be submitted , without filing form 3 of llp

You have to Submit Form 3 within 30 days from the date of Incorporation of LLP first , After that form 11 .
form 3 has to be submtted from the date of incorporation
form 11 has to be submitted after incorporation.
