Can in any case the Form 16 be issues without the signature of person responsible for deduction of tax at source. If so then who so other can be authorized for it for issuing the form?

It is better to accept form 16 with signature of the duly authorised person responsible to deduct tax at source. Secondly verify the same is being reflected in your TRACES.
Sir can u pls assist in that, what are the consequences if any form 16 is issued/accepted without being authorization of responsible person?
As such there are no consequences. But the person responsible to sign the form 16 cannot deny to put his signature. If he is doing so, he is running away from responsibility. Form 16 given by banks on TDs from interest unsigned is no problem. But form 16 given by Employer to employees for TDs on salary, to Contractors for TDs on contracts, for TDs on commission needs to be signed by the person responsible to deduct TDs.
