For sharing Electricity bill same building two companies

hi everyone
I need a quick reply for this query
one company X it takes rent & electricity bill but in the same building other company y also work
they paid 50% of electricity bill.
now how should we rise the invoice & what's the sac code & % of gst and any tds comes this case
if it comes under TDS what's the % & section.
