how GST impact Job Workers of Textile industries.?

as the rate of gst on their services has reduced to 18-5% . the future is bright now
if in previous scenario A job worker is exempt from tax so whether he would b liable to pay tax under GST or get himself registered.?
depends, if also like as in excise, m/f show it as his additional place of business, & pay job work charges on reverse charges then no
that means if principal is paying tax under reverse charge, then job worker is not liable to pay tax.
but the transaction is taxable. it is not exempt now.?
