I'm file the gstr 1 and 2 for the month July, still I have not filled gstr 3b for the month July. after filling gstr 3 can I file gstr 3b for the month August

No you have to file 3B of July first to file August 3B.....
You can file GSTR 3 without filling of GSTR 3B for the month of July....
But, You can't File August GSTR 3B without filling of GSTR 3B for the month July...
Also GSTR 3B return is mandatory for regular dealer. So, you must file the 3B return immediately...
