It is taxable but zero rated supply i.e. you can pay the tax and claim refund or you will not pay the tax by filing letter of undertaking(LUT).
Export of service is ZERO rated under GST , you can export with payment of IGST and refund or LUT/BOND ( you have to check what is applicable ) , yes you have mention export details in GST retrun .
