export purchase gst confusion

hi
i want to purchase goods from a trader. and normally the gst is 12%
but i wanted to purchase for export so basically i need to know. what will the trader charge to me. either 12% or 0.1%
and if i pay 12% then how would i claim my refund at the time of export or after export.

trader will charge as usual but you can claim refund
but i think refunds are not getting claimed
Section 54 of the GST Act, contains provision regarding refunds,
and it's proviso clearly state no refund of ITC shall be allowed, if the supplier of goods or services both avails of drawback in respect of central tax or claims refund of the integrated tax paid on such supplies.
