Dears

We are a Trader and Exporter having IEC.  We are availing the DEPB benefits and other scriptttts like VKGUY, FMS etc. against our export of RAW COTTON.  We are not registered with Central Excise because the product is non excisable. 

Further, we are importing Sodium percarbonate (2836.99.10) by using the benefit scriptttts against the import duties and selling the same in local market by the VAT / CST invoices.

My question is whether we require excise registration for the sale India & do we have to follow any CENVAT rules? Any excise duties are applicable ?

if your buyer ask for cenvatable invoice then u have to register yourself as "importing dealer" and can pass on the CVD portion to them, 

unless buyer ask for the same, u can carry your business peacefully as it is going on.

For normal trading, no excise registration is required. However, if you want to pass on the cenvat credit of CVD paid on the imported material, then you have to necessarily obtain the Registration as a Dealer.
