if a graduate person registered under normal cpt route fails the cpt exam.can they register fresh under the direct entry scheme?

Existing CPT students who are Graduates with min. total marks* can convert to 'Direct Entry Scheme' but cannot register as a fresh student under the said scheme.

*54.5% for commerce stream & 59.5% for other stream.
