Ewaybill for supply in same building

Whether a ewaybill is required for supply of goods within the same building that is a different floor of the same building having invoice value more than 1 lakh. If so, under which section/rule

As per Your query the goods not transferred with motor vehicle. So, E way bill not required...

Who told if it is supplied thru motor vehicle e way bill is required. I beg to differ.
