Eway bill
if goods transport through Rikshaw so in this there is required e way bill....how much amount of the invoice can be issued local sale of one invoice without non motorized vehicle ???

Invoice value less than Rs.50,000 no need to issue E-way Bill.
Transportation of goods in non motorised vehicle no need of E-way bill.

suppose if officer catched my goods without e way bill so what will be penalty for taxpayer? and can officer seized the goods?
Yes , no need e-way if movement is by rickshaw (non motorized) irrespect of value of consignment

If goods are moving by public transport then e way bill is required.. For example by Delhi metro then in this case what we have to do?
If it is motorized and goods value above 50,000 then eway bill is mandatory
I don't think Delhi Metro is Goods train, They won't be book any such goods
